It was created with the aim of forming a list of popular institutions in the country based on an assessment of the quality of education received in them, as well as increasing their level of competitiveness. This is the fifth rating that has successfully passed the IREG-Observatory audit. International experts have confirmed that the ranking compilers have chosen the most effective methodology for ranking participants, while the result meets the highest class standards.
In the course of the survey, it was possible to find out what influences the choice of a university to a greater extent. The first three positions were distributed as follows:
- 32% of applicants answered that they chose the rating as the defining source of information.
- 29% relied on the opinion of friends, loved ones.
- 11% obeyed their parents.

- Availability of resources - how much per year is spent on each student;
- Popularity among applicants - the number of winners of the Olympiads accepted out of competition, the cost of education in the 1st year, the passing score of the Unified State Examination;
- To what extent are university graduates in demand by employers;
- Research activity.

The analysis of the result led to several final conclusions:
- In the top ten in technical and economic specialties there are 3 institutions - these are the state universities of Moscow, St. Petersburg and Novosibirsk;
- In the field of technical HE, there is fierce competition between institutions;
- In the system of economic higher education, there is no competition between higher and middle-level institutions.
Almost all the leading lines of highly specialized ratings are occupied by Moscow State University - the titled university of the country lost to its competitors in only two ratings: in the direction of engineering science (ahead of the Bauman Moscow Institute of Physics and Technology) and in medicine (Moscow State Medical University named after Sechenov is in first place).
